Thank you!!!

Thank you to everyone who helped us out with Teacher/Staff Appreciation Week. We had so many families that were very generous with their food donation. We would not have been able to celebrate our teachers and staff without your help.

Thank you to all of the families that donated gifts for the teachers and staff. Some items were put into gift bags and delivered to the teachers while other gifts were used as part of a drawing.

Thank you to the parents that helped to set up, serve and clean up! Your time is important and we are very appreciative of that.
Thank you to all of the families that returned the index card. We heard a lot of great comments from the teachers regarding the thank you books. It is not too late to bring them into your teacher if you have forgotten.

A huge thank you to the following businesses: St. Croix Center for the Healing Arts/Dwayne Collis for providing chair massages, County Market for donation of orange juice, Hudson Bagel and Coffee for a donation of coffee and Bruegger’s Bagels for a donation of bagels! Please show your appreciation to these businesses by thanking them the next time you are there!

The teachers and staff were very appreciative of all of the wonderful food and gifts that were given! Many times we heard “You are being to kind” or “You are being so thoughtful”.

Needed Supplies for Teacher Appreciation Week

Dear Parents of Willow River,
 
National Teacher Appreciation week is coming, May 2 – 6. The Parent Group has created a committee to organize efforts to show our teachers and staff at Willow River our appreciation for all that they do. We are sponsoring a Teacher and Staff Breakfast on Monday, May 2, a Taco Lunch on Tuesday May 3 and Root Beer Floats on Wednesday May 4.
 
We are asking that the Kindergarten-2nd grade families provide the Breakfast items. They will need to be delivered to the school on Monday, May 2 by 7:15 a.m. We will have someone directing you to the teachers lounge for drop off of food.
· 6 Families to donate one dozen muffins or bagels
· 4 Families to provide baked bread (banana, chocolate chip, etc)
· 4 Families to donate fresh fruit (5 lb bags of apples, oranges, bananas)
· 4 Families to donate large containers of cream cheese
 
We are asking for families with children in 3rd-5th grade to provide the following items for a
Taco Lunch on Tuesday, May 3. All food needs to be dropped off by 10:30 am. You may send
it to school with your child and then they can drop it off in the office.
Hamburger: 6 Families to donate 2 pounds of cooked/seasoned taco meat
Black beans: 2 Families to provide 2 large cans of black beans, rinsed and opened
Shredded cheese: 2 Families to donate 4-5 pound bags
Shredded lettuce: 4 Families to donate one head lettuce shredded
Taco sauce: 4 Families to provide large jar of taco sauce or salsa
Sour Cream:3 Families to provide larger containers of sour cream
Onions: 2 Families to provide two large onions, cut up
(Sam’s Club does sell large quantities of lettuce and cheese fairly inexpensively)
Cookies/Bars:4 Families to provide 2 dozen cookies or bars

Anyone wishing to help contribute to our Root Beer Floats may do so. The ice cream and root
beer will need to be turned into the office on Wednesday , May 4 by 1:00.
Vanilla Ice Cream: 2 Families to donate 1 gallon ice cream bucket
Root Beer: 6 Families to donate one 2 liter bottle of root beer

Teacher Appreciation Week

Dear Parents of Willow River,
 
National Teacher Appreciation week is coming, May 2 – 6. The Parent Group has created a committee to organize efforts to show our teachers and our staff our appreciation. But they can’t do it without your help! Please show your appreciation by providing a donation to the event.

Pump It Up in Oakdale, MN has generously offered to host a 100% fund raising event for the WRPG!

How to preregister: Send a check made out to WRPG in an envelope labeled Pump It UP with your child. Also enclosed the signed waiver in the envelope. Without the waiver the children will not be allowed to participate. There is a maximum of 75 children due to building capacity. The first children registered will be able to participate.

The fun and friendly staff will provide supervision in the inflatable arenas! We will have a couple of parents remain on site to help shuttle kids to the restrooms.



A WAIVER signed by a parent/guardian & SOCKS are required. Parents may drop children off with the signed waiver, or wait in the building. There is a maximum play area capacity of 75. So the more parents that choose to play, it may limit the number of children allowed in. Hopefully we reach the capacity and the kids all have a fun way to burn some energy on a day away from school!

Willow River Elementary Parents’ Group Meeting Notes
March 28th, 2011

• 6:35 Kristen called the meeting to order
• Mr Grambow was not in attendance
• Investigation update - We received some paper work from Nicole’s attorney and Anne has reconciled the account with the information received the number that is missing is still very close to our first estimates. The case has gone to the DA and we are waiting to find out who it is. At that point we may want to write some letters expressing our concern and the impact this has had on our school community.
• Treasurer Report – Anne brought us up to date on where we stand financially. We did receive two donations for the Art Show one from Wiscota Systems for $75 and $200 from Christiansen Creative. Both were sent thank you notes.
• Old Business – there is still room for the pump it up fundraiser. It is $5 per child and will be on our Friday off (Good Friday) in April. Please send in the registration form along with a check made out to WRPG in a marked envelope.
• New Business
Volunteers needed for:
Staff Appreciation: Kelly Dorr is going to check with her neighbor Margaret
about co-chairing this event. She said they had an interest in
working together. Kristen is going to get the liaison list over to Kelly so she can contact them for food donations.

February 28, 2011

Meeting called to order by Kristen Johnson at 6:34 pm

Mr Grambow spoke about PBIS which are Positive Behavioral Interventions and Supports, which is a program that Willow River is beginning to work with regarding reinforcing positive behaviors, more of a proactive approach vs. a reactive approach with students. The teachers took a survey, and will continue to take the survey twice per year for the next couple of years, regarding their view about the current status and then the improvement priority. If you would like further information please contact Mr. Grambow directly.

Update for missing funds Kristen has not heard from the detective but the last she heard the detective was ready to take the info to the DA for the criminal case to begin. The investigator takes it to the DA and then the judge will decide. Nicole apparently does have a lawyer. If we don’t like the result we can start a civil suit against Nicole. We did get the checkbook back but Anne is still looking into the tax id #.

Treasurer Report Anne Kalsow gave us an update about what is in the account, what bills were paid and expenses still to come. Please see the parent group bulletin board in the front hallway of the school. Anne also read a letter, along with a $25 check and a large baggie of box tops, that was sent to the parent group from a women who saw our story in the paper/news. A thank you note will be sent to her.

Vote on Bylaws Kristen makes a motion to accept new bylaws, Jessica second the motion. Vote was taken and new bylaws approved.

Old Business

Art Show Budget cut to $100 and supplies will not be reimbursed unless the Art show makes enough money to cover them. Classroom projects will be reimbursed up to $40. Volunteers are still needed for the classroom projects for the following teachers: K – Cameron, Johnson, Meinke First – Plackner, Halvorson, Schlosser, Second – Griffith, Third – Wagner, Fourth – Draper, Fifth – Reckinger (Tami), Dobberstein (Penny), Knoke

New Business

Staff Appreciation We are looking for a volunteer to coordinate this one-day event. You can make it your own. There is a $100 budget to spend on your supplies. The day will be Tuesday, May 3rd, 2011.

Pump It Up Oakdale has offered to do a fundraiser with us. We can use the facility for 2 hours. We will have a sign up available for the first 75 kids. Parents can drop off their kids for $5 and Willow River Parent Group will get 100% of the money raised. More details to come with how and when to sign up. Tentative date is Friday, April 22nd time TBD.

Other notes:

Tami Breazeale is willing to coordinate Wendy’s night next year.

We could use a volunteer coordinator as part of the parent group executive board.

Communication is key between the parent group and the parent group members. We are always looking for ways to improve, a constant work in progress, although some of the responsibility does fall in the hands of the members.

A pancake breakfast benefit for one of our Willow River Teachers, Tara Tuchel and family is scheduled Saturday, March 5, at First Baptist Church from 9am-noon. The family lost much of its Ninth Street home during a fire in January.

Seventh Annual Music and Art Show

The Seventh Annual Music and Art show will be held on April 8, 2011. Our theme is Hawaiian Vibe. This is a chance to do something really creative in your child's classroom! The kids are very proud of their creations and generate a lot of excitement about the show. Classroom projects should be done by Thursday, April 7. Interested volunteers should contact Amber Erickson at erickson.amber@gmail.com or Erin Abrahamson at erinmark1300@yahoo.com.

Willow River Parents Group Bylaws

The following is a copy of the proposed bylaws that will be addressed at the next meeting.

Willow River Parents Group Bylaws

Article I Name
The name of the organization shall be the Willow River Parents Group

Article II Purpose
The corporation is organized for the purpose of supporting the education of children at Willow River Elementary by fostering relationships among the school, parents and teachers.

Article III Members
The membership shall be open to all parents, guardians and teachers of the students at Willow River Elementary school.

Article IV Officers and Elections
Section 1. Officers. The officers shall be a president, vice president, secretary and treasurer.
a. President. The president shall preside over meetings of the organization and executive board, serve as the primary contact for the principal, represent the organization at meetings outside the organization, serve as an ex officio member of all committees except the nominating committees and coordinate the work of all the officers and committees so that the purpose of the organization is served.
b. Vice President. The vice president shall assist the president and carry out the president’s duties in his or her absence or inability to serve.
c. Secretary. The secretary shall keep all records of the organization, take and record minutes, prepare the agenda, handle correspondence and send notices of meetings to the membership. The secretary also keeps a copy of the minute’s book, bylaws, rules, membership list and any other necessary supplies and brings them to meetings.
d. Treasurer. The treasures shall receive all monies of the Parent Group; shall keep accurate records of receipts and expenditures; shall pay out funds in accordance with the approved budget as authorized by the Parent Group. The treasurer shall maintain an operating balance of not less that $1000 in the checking account to facilitate paying of monthly expenditures. The treasurer shall present a financial statement at each meeting of the parent group and other times when requested by the board. The treasurer and another signatory will be required for all Parent Group checks over $500.
e. No monies above $50 for any reason shall leave the Willow River School unless it has been pre-approved by at least two board members. The treasurer is in charge of all money from Parent Group events and will accordingly manage discrepancies, over or under payments and deposits.
f. The principal shall serve as a liaison between the school district and the board.
Section 2. Nominations and Elections. Elections will be held at the second to last meeting of the school year. The nominating committee (which shall be the Executive board) shall select a candidate for each open office and present the slate at a meeting held one month prior to the election. Voting shall be by voice vote if a slate is presented. If more that one person is running for an office, a ballot vote shall be taken.
Section 3. Eligibility. Members are eligible for office if they are members in good standing at least 14 calendar days before the nominating committee presents its slate.
Section 4. Terms of office. Officers are elected for two years and may serve no more than two consecutive terms in the same office. Each person elected shall hold only one office at a time. Two people may jointly hold an office, essentially dividing the duties and acting as co-officers.
Section 5. Vacancies. If there is a vacancy in the office of president, the vice president will become the president. At the next regularly scheduled meeting, a new vice president will be elected. If there is a vacancy in any other office, members will fill the vacancy through an election at the next regular meeting
Section 6. Removal from Office. Officers can be removed from office with cause by a three-fifths vote of the executive board.

Article V – Meetings
Section 1. Regular Meetings. The regular meetings of the organization shall be on the third Monday of each month during the school year at 6:30 p.m. or at a time and place determined by the executive board at least one month before the meeting. The annual meeting will be held at the April regular meeting. The annual meeting is for receiving reports, electing officers and conducting other business that should arise. The secretary will notify the members of the meeting by email one week prior to the meeting.
Section 2. Special Meetings. Special meetings may be called by the president, any two members of the executive board or five general members submitting a written request by email or hardcopy to the secretary. Previous notice of the special meeting shall be sent to the members at least 3 days prior to the meeting by email.
Section 3. Quorum. The quorum shall be members present at the time of vote of the organization.

Article VI - Executive Board
Section 1. Membership. The executive board shall consist of the officers.
Section 2. Duties. The duties of the executive board shall be to transact business between meetings in preparation for the general meeting, create standing rules and policies, create standing and temporary committees, prepare and submit a budget to the membership, approve routine bills, including teacher requests and prepare reports and recommendations to the membership.
Section 2a. The executive board shall maintain routine written and verbal communications in regards to the financial status of the organization. This includes but is not limited to a member of the board who is not an authorized signature on financial accounts receiving the savings and check statements monthly to verify the accuracy and approval status of the transactions. A copy of the financial statements shall be approved for accuracy at each executive board meeting. Each attending executive member should sign and date the actual statement. The secretary should keep a copy of this for future reference.
Any unbudgeted transaction in excess of $500 will require written consent such as: signatures on the invoice or purchase order from the attending executive board members prior to payment being issued.
The treasurer will attend each executive board meeting and regularly scheduled meeting with current accurate accounting records, including all recent transaction receipts from the bank, bills and statements paid.
Section 3. Meetings. Regular meetings shall be held monthly, on the same day and at the same time each month, to be determined by the board. In the event any board member is unable to attend they will prepare any reports they are responsible for and make sure the others have it prior to the meeting. Special meetings may be called by any two board members, with 24 hours notice. Any executive board meeting that is canceled will be rescheduled to occur within 7 days of the originally canceled meeting.
Section 4. Quorum. Half the number of the board members plus one constitutes a quorum.
Article VII – Committees
Section 1. Membership. Committees may consist of members and board members, with the president acting as an ex officio member of all committees.

Section 2. Standing and Special Committees
a. Standing Committees and additional committees will be appointed by the board as needed. The term shall be for one year. Chairpersons of the standing committees can be shared by more than one person.
b. The chairpersons of each standing committee shall present a plan of work to be approved by either the president or vice president.
c. Each committee chairperson will be given a budget and they are not to exceed this budget without prior written notice and approval by the parent group.
d. The power to form special committees and appoint their members rests with the board. Since a special committee is created and appointed for specific purposes, it is automatically out of existence when its work is done and its final report is received.
e. The president and the vice president shall each be a member with voting privileges of all committees.

Article VIII – Finances
Section 1. A tentative budget shall be drafted in the spring of each school year and approved by a majority vote of executive board and presented to the general membership.
Section 2. The treasurer shall keep accurate records of any disbursements, income and bank account information. These records must be present at all executive board meeting and presented within twenty-four hours of request by the executive board or at least two members of the executive board.
Section 3. The board shall approve all expenses of the organization. These approvals will be done at executive board meetings in writing or at any specially scheduled meeting of the executive board.
Section 4. Authorized signers shall be the president and treasurer.
Section 5. The treasurer shall prepare a financial statement at the end of the year or within twenty-four hours of request by the executive board.
Section 6. Upon the dissolution of the organization, any remaining funds should be used to pay any outstanding bills and with the membership’s approval, spent for the benefit of the school.
Section 7. The fiscal year shall coordinate with the school year. Reminder: state laws often dictate what records must be made available to organizations members and to the general public. Also, federal law requires that a nonprofit tax-exempt organization’s IRS form 1023 and copies of the organization’s annual information returns (IRS form (990 or 990 EZ) for the most recent three years be available for public review when requested.
Article IX – Standing Rules
Robert’s Rules of Order shall govern meetings when they are not in conflict with the organization’s bylaws.
Article X – Standing Rules
Standing rules may be approved by the executive board, and the secretary shall keep a record of the standing rules for future reference.
Article XI – Dissolution
The organization may be dissolved with previous notice (14 calendar days) and a two-thirds vote of those present at the meeting.
Article XII – Amendments
These bylaws may be amended at any regular or special meeting, providing that previous notice was given in writing at the prior meeting and then sent to all members of the organization by the secretary. Notice may be given by postal mail, email, or fax. Amendments will be approved by a three-fifths vote of the executive board, assuming a quorum.
Articles XIII – Conflict of Interest Policy
Section 1. Purpose
The purpose of the conflict of interest policy is to protect this tax-exempt organization’s interest when it is contemplating entering into a transaction or arrangement that might benefit the private interest of an officer or director of the organization or might result in a possible excess benefit transaction. This policy is intended to supplement but not replace any applicable state and federal laws governing conflict of interest applicable to nonprofit and charitable organizations.
Section 2. Definitions
a. Interested Person. Any director, principal officer or member of a committee with governing board-delegated powers, who has a direct or indirect financial interest, as defined below, is an interested person.
b. Financial Interest. A person has a financial interest if the person has, directly or indirectly through business, investment or family:
i. An ownership or investment interest in any entity with which the organization has a transaction or arrangement.
ii. A compensation arrangement with the organization or with any entity or individual with which the organization is negotiating a transaction or arrangement or
iii. A potential ownership or investment interest in or compensation arrangement with any entity or individual with which the organization is negotiating a transaction or arrangement. “Compensation includes direct and indirect remuneration as well as gifts or favors that are not insubstantial. A financial interest is not necessarily a conflict of interest. Under section 3b, a person who has a financial interest may have a conflict of interest only if the appropriate governing board or committee decides that a conflict of interest exists.
Section 3. Procedures
a. Duty to Disclose. In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the directors and members of committees with governing board-delegated powers whoa re considering the proposed transaction or arrangement.
b. Determining Whether a Conflict of Interest Exists. After disclosure of the financial interest and all material facts and after any discussion with the interested person he or she shall leave the governing board or committee meeting while the determination of a conflict of interest is discussed and voted upon. The remaining board or committee members shall decide whether a conflict of interest exists.
c. Procedure for Addressing the Conflict of Interest
i. An interested person may make a presentation at the governing board or committee meeting but after the presentation, he or she shall leave the meeting during the discussion of and the vote on the transaction or arrangement involving the possible conflicts of interest.
ii. The chairperson of the governing board or committee shall, if appropriate, appoint a disinterested person or committee to investigate alternatives to the proposed transaction or arrangement.
iii. After exercising due diligence, the governing board or committee shall determine whether the organization can obtain with reasonable efforts, a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest.
iv. If a more advantageous transaction or arrangement is not reasonable, possible under circumstances not producing a conflict of interest, the governing board or committee shall determine by a majority vote of the disinterested directors.
c. Whether partnerships, joint ventures and arrangements with management organizations conform to the organization’s written policies, are properly recorded, reflected reasonable investment or payments for goods and services, further charitable purposes and do not result in inurnment, impermissible private benefit or an excess benefit transaction.

updated information about account

After hours of volunteer time from our interim Treasurer, Anne Kalsow, we are saddened to present the amount of $34,605.76 that remains unaccounted for during the past eighteen months. Due to the amount of money involved with this situation, the associated records have been submitted to the Hudson Police Department to continue the process of pressing charges. By doing so, it is our sincere hope that funds be reimbursed. As we are all aware the money was raised by many children and families in our community working hard for our school through selling cookie dough, attending fund raising events, gathering milk caps, box tops, and shopping with contributing local retailers. Please understand that this process is not expected to move quickly. It will more than likely be months before a final resolution is reached.
We would like to thank everyone for handling this situation in a positive and respectful manner. As updates are available we will be sure to notify parents. Discussed possibility of selling spirit wear for a fund raiser.

New Business:
Spring Art Show – Genie Castro has a Hawaiian Vibe them for this year’s show
to be held on April 8th. She is getting ready to send out artist forms and starting to coordinate parents for classroom projects.
Teacher Buffets – Dawn Lane spoke about the buffets coming up during
conferences on February 24th. The plan is to have a lasagna dinner. Kristen Johnson volunteered to provide bread and lemonade. Dawn will also ask volunteers for lasagnas, salads and desserts.
Talent Show – coming April 15 or 22 watch for further info

PARENT GROUP BOARD POSITIONS AVAILABLE FOR THE 2011-2012 SCHOOL YEAR. We strongly encourage you to volunteer your strengths to help enrich our school at Willow River.

Announcement

Last Monday, January 24, it was discovered that funds are missing from the Willow River Parents Group checking account. The authorities have been contacted and there is currently a police investigation in process. Members can stay updated through the blog and also through the parent group email. As a result of the initial investigation, appropriate steps have been taken to address the matter and prevent them from occurring in the future. These steps include amending the organization bylaws, appointing an interim executive board member(s) where necessary and updating record keeping practices.
A number of emotional topics have converged to create a potentially charged situation. As parents, we all place immense value in our children and have come together with a shared goal of helping make our school and community great through many activities and programs. We believe the best choice now is to reorganize, become engaged, involved and vigilantly energized in a focused manner to strive toward our goal. Please help us evaluate how members can become involved with individual talents to serve our children and each other moving forward. We are happy to discuss positive suggestions for moving forward as a group.

The Willow River Parent Group would like to alert members Officer positions are available for the upcoming 2011-2012 school year.
Please reflect on what your talents and interests might be and how you can help contribute to our school and the community. The positions available are:
Secretary, Vice-President, and President.
The duties of the President include presiding over meetings, serving as primary contact for the principal, represent the organization at meetings, coordinate the work of officers and committees.
Vice-President: Assist the president and carry out duties in absence or inability to serve.
Secretary: Keep records of organization, record minutes, prepare agenda, handle correspondence and send notices of meetings.
